This is Lotta's Fountain. Every year before dawn on April 19th, people gather there to commemorate the 1906 earthquake. There are hardly any survivors left, maybe none, now. I think that somehow this fountain continued to operate after the quake, and it was used as a meeting place because all of the area around there had been devastated. After the quake. because of the major destruction of everything, a law was passed that all the intersections had to have the names of the streets written into the sidewalks so people would know where they were in the event of another quake. This is still done, but not always. I think there has been a relaxation of that. I have always found the sidewalk names to be very useful and convenient.
street names on sidewalks is a detail that I associate with California in general, though nowadays they might be giving way to curb cuts.
you're quite right: they are one of those handy little touches that makes a place better wherever they are used.
