Amtrak to Burbank, then US Airways to Phoenix and Washington  Ronald Reagan  National Airport.  eastbound flights always make for a long day (it doesn't get in until 10 pm) but it will be so worth it.

Santa Barbara Amtrak station

rain out there is a seasonal thing.  late March is a bit late for it, but the spectacle can be impressive the morning after when the air is so crisp and clear and clouds come streaming along the Coast Range in such a dramatic fashion.
